The invention is designed for accounting, controlling and managing heating energy in thermofication heating systems.This method makes it possible to calculate heating energy bearer temperature, debits and heating energy, dependency function for used heating energy and information about payments as regards heating companies is set. The information is retrieved from a prepayment device integrated circuit card and regulates or lowers the heating energy to minimum level, thus ensuring the system never freezes, depending on the information regarding payments to the heating company, retrieved from the prepayment device.The device with prepayment system includes a meter (1) consisting of debit sensors (2), temperature sensors (3) connected to the processor (4) where an indicator (5) is connected to an outlet. The prepayment device (7) is connected to the processor through a controlling and adjusting block (6). The said device consists of a controller processor (8) to which a memory (9) and timer (10) blocks, indicator (11) and integrated circuit card reading and writing block (12) (the integrated circuit card (13) is inserted into this block) are connected. A regulator (14) is connected to the controlling and adjusting block.
