The apparatus comprises a rotary cylinder (1) having a rotary shaft (1a) with a plate (5); a lower holder (9) fixed at an outside of a bush (8); a hollow shaft (6) assembled with the rotary shaft by a key; a die set (P,Q), symmetrically shaped, facing each other in the center of a reference line (L); a bush holder (16), fixed at one end of the die set (P,Q), getting a guide bush with a guide hole (14) inserted into; inner/outer seaming punches (22,24); a striper (26), elastically supported on one side of the outer seaming punch, passing a guide pin (19) through.
