Zusammenfassung:	The device(11) comprises a cylindrical casing(20) with both end faces covered. These faces support a driving shaft(16) which is adapted to be selectively shifted in axial direction between two positions at which the 1st or the 2nd clutch is operable and rotated upon a tuning operation. A flywheel(21) supported with respect to the driving shaft and a pulley(17) having fine cord(14) wound around it are coaxial speed up the rotation of the driving shaft, while the second clutch reduces it. The flywheel(21) has the high-speed inertial rotation by the first clutch.
