The present invention relates to a coating composition for a primer comprising an acrylic emulsion resin, a polyurethane dispersion resin, a polyester resin, and an isocyanate-based curing agent, wherein the acrylic emulsion resin has 110 to 140 mgKOH/g of a hydroxyl group and has the weight average molecular weight of 22,000 to 26,000 g/mol, the polyurethane dispersion resin has 110 to 140 mgKOH/g of a hydroxyl group, and the polyester resin has 90 to 105 mgKOH/g of a hydroxyl group.
