피처리수 중의 용존 산소를 제거하는 수 처리 장치는, 양극(11)과, 음극(12)과, 양극(11)과 음극(12) 사이에 배치되어 이온 교환체가 충전된 용존 산소 제거실(23)을 구비한다. 용존 산소 제거실(23)에 충전되어 있는 이온 교환체의 적어도 일부는 금속 촉매가 담지된 이온 교환체, 예를 들어 팔라듐을 담지한 음이온 교환 수지(Pd AER)이고, 금속 촉매가 담지된 이온 교환체는, 용존 산소 제거실(23)의 적어도 일부에 있어서 단상 형태로 충전되어 있다. 양극과 음극 사이에 직류 전류가 인가하면서, 음극(12)이 마련된 음극실(25)을 통과함으로써 수소를 포함하도록 된 피처리수를 용존 산소 제거실(23)에 공급한다.
