According to the present technology, provided is a read reference voltage determination apparatus, which includes: a threshold voltage distribution estimation network which generates an estimate distribution using the feature distribution generated from the threshold voltage distribution for a plurality of pages and read attempt information; and a read reference voltage estimation network which generates a read reference voltage from the estimate distribution.
