Zusammenfassung: | The present invention relates to an apparatus for monitoring illegal fishing based on an artificial neural network to monitor illegal fishing by a shop identified by using an artificial neural network-based identification model and a method for the same. According to the present invention, the apparatus comprises: a data processing unit continuously receiving identification information, location information, and time information of an identification device installed on a ship, and when receiving a plurality of monitoring images from a plurality of video devices, detecting a monitoring image corresponding to the time information and the location information among the plurality of received monitoring images and normalizing the detected monitoring images to generate a monitoring image vector; an identification unit using an identification model, which is an artificial neural network with learned weights, to extract one or more area boxes indicating whether the ship is in an operating state or a non-operational state while the area occupied by the ship is specified from the monitoring image vector, and extracting an output image vector including the extracted area box; and an information processing unit detecting an area box corresponding to the location information of the identification device among one or more area boxes included in the output image vector (OV) and checking whether the ship is in operation or not in operation through the detected area box to determine whether the ship is illegally fishing.
