Zusammenfassung: | Disclosed are an insulating film composition produced by adding a metal nitrate and/or a metal nitrite, a method for producing the same, and a highly weatherable electrical steel sheet using the same. According to the present invention, the insulating film composition comprises: a metal phosphate (Mx_(=-3)(H_3PO_4)_y=_1-3); and an organic-inorganic composite in which a functional group included in an organic resin is substituted with inorganic nanoparticles, wherein a raw consumption rate of a metal (M) element is 100-250 % with respect to 100 % of a content of a phosphorus (P) element when calculating the integral value of an energy peak in energy dispersion X-ray spectroscopy (EDS) analysis of the insulation film composition. The insulating film composition according to the present invention has the effect of dramatically reducing the number of unreacted free phosphoric acids.
