The present invention provides a composite extract from raw materials including wild-type fructus lycii, eclipta prostrata, and phellodendri cortex, or raw materials for herbal medicine among herbs and a use of a functional cosmetic composition including lactic-acid fermented extracts of two or more among the above-mentioned raw materials.
