The controlling unit calculates a time error by reading the satellite navigation signals received from the GPS receiving unit and pulse signals of an inner oscillator; controls the inner oscillator and accumulates an amount of accumulated control to allow the inner oscillator to follow the satellite navigation signals depending on the time error when time information is determined as a normal state after detecting forgery of the time information based on an amount of past accumulated control of the inner oscillator; and restores the time information by controlling the inner oscillator to allow the amount of accumulated control of the inner oscillator to converge to a setting value when the forgery of the time information is detected.
