The present invention relates to a pretreatment apparatus of inflow water for producing weakly acidic hypochlorous acid and a pretreatment method of inflow water by using the same and, more specifically, to a pretreatment apparatus of inflow water for producing weakly acidic hypochlorous acid and a pretreatment method of inflow water by using the same, wherein organic matters in the inflow water for producing weakly acidic hypochlorous acid is removed by using an adsorbent to make the properties of the inflow water constant so that the weakly acidic hypochlorous acid can be stably produced at a high rate.
