The present invention relates to a method for creating Zostera marina forest using Zostera marina seeds, wherein in order to create Zostera marina forest, the method comprises the following steps of: collecting a flower branch (S10); maturing the flower branch and collecting seeds (S20); storing the Zostera marina seeds (S30); manufacturing a seed net and a fixed rod (S40); putting the seeds into the seed net (S50); installing the seed net in the field (S60); and confirming germination (S70).
