The present invention relates to a cotton fabric tray in which the three-dimensional shape and texture of cotton fabric are embodied on the surface of the tray to enhance the decorative aesthetics of the tray surface and to have a non-slip function, wherein the cotton fabric tray comprises an MDF plate, cotton fabric attached to the surface of the MDF plate, starch powder paste applied and dried on the cotton fabric, a water-based putty coating layer in which water-based putty is applied on the starch powder paste applied cotton fabric to fill pores of the starch powder paste applied cotton fabric, and a urethane coating layer formed into a surface layer by coating urethane paint on the water-based putty coating layer.
