Zusammenfassung:	The present invention relates to a shelter utilization method comprising the following steps of: receiving and saving usage state information from a plurality of shelters; receiving a shelter installation request in which installation location and a number of shelter installation can be specified; and determining a candidate shelter to be moved to the installation location according to a usage rate by the usage state of the plurality of shelters and a distance between the installation location and the plurality of shelters.
