| Zusammenfassung: | The invention according to an embodiment is intended to provide an image encoding and decoding method capable of reducing network bandwidth usage and recovering and outputting an image having the same resolution as an original image when applied to a real-time image transmission service in a mobile communication network. The embodiment relates to an image processing device, an image receiving terminal and an operating method thereof. An operation method of the image processing device comprises: a step of dividing a frame of an original image into odd-numbered line frames and even-numbered line frames; a step of selecting any one of the odd-numbered line frames and the even-numbered line frame; a step of encoding the selected frame in a progressive manner; and a step of transmitting the encoded frame to a video receiving terminal.
