Zusammenfassung:	According to the present invention, a design and an operating system of a process relates to a design and an operating system of performing a water treatment process of raw water of a first state with treated water of a second state. The system includes: a process selection unit for selecting a specific process from a plurality of unit process databases equipped with characteristics of each unit process; and an operating factor selection unit which selects an operating factor which needs to be managed from an operating factor database having characteristics of the operating factor for managing the selected process, thereby providing an optimal decision-making based on the database for the various operating factors. The present invention provides the method capable of supporting optimal decision-making based on measured data with high objectivity. 본 발명에 따른 공정의 설계 및 운전시스템은 제1성상의 원수를 제2성상의 처리수로 수처리하는 공정의 설계 및 운전시스템으로서, 각 단위공정의 특성이 구비된 복수의 단위공정 데이터베이스로부터 특정 공정을 선택하는 공정 선택부 및 선택된 상기 공정을 관리하기 위한 운영인자의 특성이 구비된 운영인자 데이터베이스에서 관리가 필요한 운영인자를 선택하는 운영인자 선택부를 포함함으로써 다양한 운영인자에 대하여 데이터베이스에 기반한 최적의 의사결정을 제공할 수 있는 것을 특징으로 한다.
