The present invention relates to a battery pack with improved safety and a secondary battery comprising the same. More specifically, the battery pack comprises: two or more sub-modules in which an electrode assembly and a plurality of unit cells including an electrode lead protruding from the electrode assembly are disposed; a pack case for accommodating the sub-module; a bus bar assembly including a bus bar for electrically connecting electrode leads of the sub-module and a bus bar frame connected thereto; a connecting bus bar for connecting between the bus bars; a terminal unit formed by collecting electrode leads electrically connected by the bus bar and connected to the connecting bus bar; and a bus bar frame cover for fixing the bus bar frame; and a blocking structure surrounding the terminal unit, the bus bar assembly, and the connecting bus bar at a part connected to the terminal unit.
