The present invention provides a light emitting element, a light-emitting device, and a device base. The light emitting device includes a transparent substrate and a plurality of light emitting diode chips. The transparent substrate has a mounting surface and a second main surface provided to face each other. At least some of the LED chips are installed on the mounting surface and form a first main surface capable of emitting light with a partial mounting surface on which the LED chip is not installed. Each light emitting diode chip includes a first electrode and a second electrode. The light emission direction of the at least one LED chip includes light emission from the second main surface through the transparent substrate. The light emitting device includes a light emitting element and a mounting board.
