The surface resin layer comprises: an acrylic resin having a hydroxyl value of 40-280 mgKOH/g; a polyol having a plurality of hydroxyl groups, and a carbon chain of 6 or more carbon atoms in a straight chain connecting the hydroxyl groups; and a cured product of a resin composition containing a polyfunctional isocyanate.
