The system comprises: a data acquisition unit (100) acquiring an image of a road surface; a road surface big data unit (200) processing big data of the road surface through image analysis for each same location coordinates from the acquired data; a weather big data unit (300) converting weather information into big data; a climate big data unit (400) converting information on a climate change into big data; a machine learning unit (500) performing meaningful learning from the big data through machine learning of artificial intelligence; and a risk prediction unit (600) predicting a risk of road damage from a digitized result value.
