An over-voltage protection device is provided. According to one embodiment of the present invention, the over-voltage protection device includes: a first substrate which is provided with a first intermediate electrode and a third intermediate electrode formed on both sides of one surface thereof, and includes a first electrode extended from the first intermediate electrode; a second substrate which is provided with a second intermediate electrode and a fourth intermediate electrode on both sides of one surface thereof facing the first substrate, extended from the fourth intermediate electrode facing the third intermediate electrode, and including a second electrode of which an end part faces a part of the first electrode; and an adhesive member which is disposed between the first substrate and the second substrate to bond the first substrate and the second substrate, and has a penetration hole at a location where the first electrode and the second electrode faces each other. For the first electrode and the second electrode, a curved convex part is respectively formed on the extended end part, and for the second intermediate electrode and the third intermediate electrode, a curved recess part corresponding to the convex part is respectively formed on sides of the first electrode and the second electrode.
