The present invention relates to a seed film producing apparatus capable of crop cultivation to suppress water use and greenhouse gas emission; and a producing method thereof and, more specifically, to a seed film producing apparatus which is applied to agricultural cultivation technology capable of crop cultivation to suppress water use and greenhouse gas emission. The seed film producing method capable of crop cultivation to suppress water use and greenhouse gas emission includes: a mulching film supplying unit (2100) on which a mulching film (11) is wound in a state in which seeds (12-1) are not attached; a farmland area setting unit which arbitrarily inputs farmland area according to the area of farmland; an attachment quantity setting unit which controls an adhesive coating area by a pressure of adhesive according to the quantity of seeds to be attached; a cut-adhesive coating unit (2200) which coats the adhesive of the coating area set at a position where seeds of the mulching film (2110) will be attached, and forms a germination gap; a seed attaching unit which supplies and attaches the seeds (12-1) as much as the set quantity of seeds at each adhesive coating position; and a seed film winding unit (2400) which winds the seed film (1501) having the seeds (12-1) attached thereto on the mulching film (11) to have a predetermined length. 본 발명은 물사용과 온실가스 배출을 억제하는 작물재배가 가능한 씨앗필름 제조장치 및 제조방법에 대한 것이다. 보다 상세하게는 물사용과 온실가스 배출을 억제하는 작물재배가 가능한 농사 재배 기술에 적용되는 씨앗필름의 제조장치에 있어서, 씨앗(12-1)이 붙지 않은 상태의 멀칭필름(11)이 권취된 멀칭필름공급부(2100); 농지의 면적에 맞춰 임의로 농지 면적을 입력하는 농지면적설정부; 부착될 씨앗의 수량에 맞춰 접착제의 압력으로 접착제 도포면적을 조절하는 부착수량설정부; 멀칭필름(2110)의 씨앗이 부착될 위치에 설정된 도포면적의 접착제를 도포하고 발아틈새를 형성하는 절개-접착제도포부(2200); 각 접착제 도포 위치에 상기 설정된 씨앗수량 만큼 상기 씨앗(12-1)을 공급하여 부착하는 씨앗부착부; 및 상기 멀칭필름(11)에 상기 씨앗(12-1)이 부착된 상기 씨앗필름(1501)을 미리 설정한 길이가 되도록 권취하는 씨앗필름감기부(2400);를 포함하는 것을 특징으로 하는 물사용과 온실가스 배출을 억제하는 작물재배가 가능한 씨앗필름 제조장치에 관한 것이다.
