The device comprises: a live wire vehicle unit moved on the ground; a live wire operation unit mounted in the live wire vehicle unit and having an adjustable height; a live wire robot unit mounted in the live wire operation unit and replacing a wire; and a live wire control unit operating the live wire operation unit and the live wire robot unit. Therefore, the present invention can prevent damage to humans when replacing the wire. 본 발명은 배전선로 교체 장치 및 방법에 관한 것으로, 지면에서 이동되는 활선차량부와, 활선차량부에 장착되어 높이가 조절되는 활선작동부와, 활선작동부에 장착되고 전선을 교체하는 활선로봇부와, 활선작동부와 활선로봇부를 작동시키는 활선조작부를 포함하여, 전선 교체시 인명 피해를 방지할 수 있다.
