Method and Apparatus for effective motion vector decision for motion estimation

A method for extracting an effective motion vector in motion search and an apparatus thereof are disclosed. The method for extracting an effective motion vector comprises: a step of determining a search start position in an original image to perform a spiral motion search; and a step of determining whether to perform a search in a sub-sampled image during a P-picture search.
