The Paeonia lactiflora extract or a fraction thereof in accordance with the present invention has an excellent tyrosinase activity inhibition effect, an excellent DPPH, ABTS, and free radical scavenging abilities, and an antibacterial activity effect for bacteria including E. coli and S. aureus. The composition in accordance with the present invention can be used as a cosmetic composition for whitening or aging prevention based on whitening, anti-oxidizing and antibacterial activity.
