An image processing apparatus according to an embodiment of the present invention includes an image processor that emphasizes the edge of an image received from a camera module, removes noise from the image, synthesizes the image having the emphasized edge and the image having no noise, down-sizes the synthesized image and eliminates the high frequency of the synthesized image; and an encoder which pre-encodes the downsized image, calculates the pre-bit rate of the pre-encoded image, sets a quantization parameter value based on the pre-bit rate and compresses the image where the high frequency is removed according to the quantization parameter value.
