By solidifying and stabilizing heavy metal ions in the soil, the elution of heavy metal ions from the soil can be controlled. 본 발명의 토양 내 중금속 고형화/안정화 방법은 고로슬래그(blast furnace slag) 및 래들슬래그(laddle slag) 중 적어도 어느 하나를 포함하는 슬래그에 물 및 이산화탄소를 혼합하는 단계 및 상기 물 및 이산화탄소가 혼합된 슬래그와 토양을 혼합하는 단계를 포함한다.
