According to the present invention, pair glass with a function of an electronic display and illumination comprises: first and second glass separated from each other, arranged in parallel with each other, and directed towards the outside and the inside of a building, respectively; a light emitting surface defined as a surface among both surfaces of the second glass facing the first glass, and provided with a plurality of light emitting elements which have set density, are arranged at equal intervals, and emit light towards the first glass; a first transparent conductive film layer which is disposed on the light emitting surface and electrically connects the light emitting elements and an externally arranged power source; a light control surface defined as a surface among both surfaces of the first glass facing the second glass, and provided with an electrochromic film laminated thereon, wherein transparency and opaqueness are controlled by power; and a second transparent conductive film layer laminated on both surfaces of the electrochromic film in a thickness direction of the electrochromic film to apply a voltage in the thickness direction of the electrochromic film. 개시되는 전광판 및 조명 기능을 가지는 복층유리는, 설정된 간격을 두고 서로 평행하게 배치되되, 건물의 외부 및 내부를 각각 향하는 제1,2 글라스; 상기 제2 글라스의 양면 중 상기 제1 글라스와 마주하는 면으로 정의되는 발광 면;으로서, 복수의 발광소자가 설정된 밀도를 가지며, 등 간격으로 배치되고, 상기 제1 글라스를 향하여 빛을 조사하도록 구비되는 발광 면; 상기 발광 면에 구비되며, 상기 복수의 발광소자와 외부에 배치되는 전원을 전기적으로 연결하는 제1 투광성 도전 필름층; 상기 제1 글라스의 양면 중 상기 제2 글라스와 마주하는 면으로 정의되는 광 제어면;으로서, 전원에 의해 투명과 불투명이 제어되는 전기 변색 필름이 적층 되는 광 제어면; 및 상기 전기 변색 필름의 두께 방향으로 전압을 인가하도록, 상기 전기 변색 필름의 두께 방향으로 양면에 적층 되는 제2 투광성 도전 필름층;을 포함한다.
