More particularly, the present invention relates to an apparatus and a method for measuring a three-dimensional cloud velocity using a Lidar and an image processing to accurately measure the three-dimensional velocity of cloud by using a Doppler Lidar and image information, and a recording medium storing program for executing the same, and a computer program stored in medium for executing the same. The apparatus includes an image obtaining part and a control part.
