More particularly, the present invention relates to an apparatus and a method for measuring a three-dimensional cloud velocity using a Lidar and an image processing to accurately measure the three-dimensional velocity of cloud by using a Doppler Lidar and image information, and a recording medium storing program for executing the same, and a computer program stored in medium for executing the same. The apparatus includes an image obtaining part and a control part. 본 발명은 라이다와 영상처리를 이용한 3차원 구름속도 측정 장치 및 방법, 그리고 이를 구현하기 위한 프로그램이 저장된 기록매체 및 이를 구현하기 위해 매체에 저장된 컴퓨터프로그램에 관한 것으로서, 더욱 상세하게는 도플러라이다 및 영상 정보를 이용하여 구름의 3차원 이동속도를 정확하게 측정 가능한 라이다와 영상처리를 이용한 3차원 구름속도 측정 장치 및 방법, 그리고 이를 구현하기 위한 프로그램이 저장된 기록매체 및 이를 구현하기 위해 매체에 저장된 컴퓨터프로그램을 제공한다.
