Zusammenfassung:	The present invention relates to an apparatus and a method for manufacturing a raw material for a cement mineral-based accelerating agent using ladle slag which is waste in an electric arc furnace of a steel mill. According to an embodiment of the present invention, provided is a manufacturing method of a raw material for a cement mineral-based accelerating agent, which comprises the steps of: (a) separating and selecting ladle slag from steel slag discharged from the electric arc furnace of a steel mill; (b) crushing and grain-size classifying the ladle slag separated and selected in step (a); and (c) mixing quicklime and an alumina raw material with the ladle slag crushed and grain-size classified in step (b). Also, provided is a manufacturing apparatus therefor.
