The present invention relates to a hollow wheel multistep turbine water power generating device using the flow of water into an underwater space by water pressure and, more specifically, to a specific water power generating device using movement energy generated by water having higher energy density than gas. The hollow wheel multistep turbine water power generating device is capable of generating power by using water flowing in an underwater place using the movement of the water such as a submarine tunnel or subway tunnel. An impeller is integrated between cylinders to prevent hollow holes as wings from being exposed to the outside, and therefore, damage to the impeller is prevented and a hollow wheel multistep turbine is semi-permanently used.
