Zusammenfassung:	The present invention relates to a method and an apparatus for balancing load and mitigating interference between cells in a wireless communication system. The method for balancing load between cells of a first base station in a heterogeneous wireless communication system including the first base station and a second base station of the present invention for solving the stated problems is characterized by comprising the steps of: setting a preliminary area for the second base station for balancing load between cells; and managing the terminal according to the preliminary area. 본 발명은 무선 통신 시스템에서 셀 간 부하 분산 및 간섭 완화를 위한 방법 및 장치에 관한 것으로, 상기와 같은 문제점을 해결하기 위한 본 발명의 제1 기지국과 제2 기지국을 포함하는 이종망 무선 통신 시스템에서 제1 기지국의 셀 간 부하 분산 방법은 셀 간 부하를 분산시키기 위해, 상기 제2 기지국에 대한 예비 영역을 설정하는 단계, 및 상기 예비 영역에 따라 단말을 관리하는 단계를 포함하는 것을 특징으로 한다.
