The predicted power (PWP) and the target power (PWT) are compared. If the predicted power (PWP) has margin power compared to the target power (PWT), operation-waiting equipment (load equipment registered as equipment which operates independently from the control of power demands among in the power load group) which can be operated by the margin power (PWM) is selected as additional operation equipment and an operation command for the additional operation equipment is outputted.
