Zusammenfassung:	The task of the present invention is to reduce the impact to the control of power demands by reducing the operation frequency during the time period when excessive power usage of equipment which operates independently from the control of the power demands is of concern. From the time when the control interval period (T) is disclosed up to now, the consumption of a power load group (200) of supplied power from the outside at a demand price is actually measured as the current power amount (PWR) and the consumption of the supplied power from the outside within the control interval period (T) is predicted based on the actually-measured current power amount (PWR). The predicted power (PWP) and the target power (PWT) are compared. If the predicted power (PWP) has margin power compared to the target power (PWT), operation-waiting equipment (load equipment registered as equipment which operates independently from the control of power demands among in the power load group) which can be operated by the margin power (PWM) is selected as additional operation equipment and an operation command for the additional operation equipment is outputted.
