Zusammenfassung:	The present invention relates to a filler tube assembly in which the structures of a flange unit and a filler tube are improved for preventing a fuel leakage caused by deformation of a vehicle body caused by external impact; and a filler neck having the same. The filler tube assembly according to the present invention includes a filler tube forming a transferring passage which transfers fuel to a fuel tank of a vehicle; a flange unit which is extended to a transverse direction of a fuel injection direction from the surface of the filler tube and joined to the vehicle and which supports the filler tube in respect to the vehicle; and a crack inducing unit which includes a plurality of grooves on the surface of the flange unit adjoining to the filler tube along the surface of the filler tube and separates the filler tube and the flange unit from each other by external impact. The present invention separates the filler tube and the flange unit by having the crack inducing unit cracked by external impact between the flange unit supported by the vehicle body and the filler tube guides fuel to the fuel tank, thereby preventing accidents caused by a fuel leakages by preventing damage to the filler tube or the deformation of the filler tube.
