The present invention relates to a panel for a hot water circulating floor in which hot water pipes are installed inside by joining upper and lower plates. More specifically, The present invention includes a downward protrusion (110) formed dowardly on the lateral surface; an upward protrusion (120) formed upwardly on the other lateral surface; a pair of lower plate joining protrusions (130) on the underside, a hot water pipe hole (140) formed between the lower plate joining protrusions (130); the upper plate (10) on which through-holes (150) adjacent to the lower plate joining protrusions (130); a lateral surface protrusion insertion groove (220) which corresponds to the upper plate (10) and includes a lateral surface protrusion (210) and which is formed on the other lateral surface where the lateral surface protrusion (210) is not formed to correspond to the lateral surface protrusion (210); a pair of upper plate joining protrusions (230) inserted into the lower plate joining protrusions (130) of the upper plate (10); and a lower plate (20) on which a hot water pipe hole (240) is formed between the upper plate joining protrusions (230). The panels are joined each other to make hot water pipe (30) be positioned between the upper plate (10) and the lower plate (20).
