PURPOSE: A system of controlling traffic lights at a crosswalk obtains enough time for the blind by controlling the traffic lights according to the reception intensity of a signal transmitted from a pedestrian terminal. CONSTITUTION: A system of controlling traffic lights at a crosswalk includes traffic lights (30) installed to correspond to a crosswalk on a road; a receiver (20) receiving traffic light execution information from a pedestrian terminal; and a controller (60) controlling the traffic lights to be green when the receiver receives the execution information with the reception intensity greater than a predetermined reception intensity and to be red when the receiver receives the execution information with the reception intensity smaller than the predetermined reception intensity.
