Zusammenfassung:	PURPOSE: A fuel cell system and an operating method thereof are provided to divide the fuel cell into a base load and load following, generate stable electricity, improve load ability, increase fuel usability and energy efficiency. CONSTITUTION: A fuel cell system which generates electricity using fuel comprises a molten carbonate fuel cell(11) discharging gas including unused fuel; a water gas shift reactor(13) for converting the exhaust gas into aqueous gas; a buffer tank(16) for storing the exhaust gas; and a generator for generating electricity using the fuel of the exhaust gas.
