Zusammenfassung:PURPOSE: A video coding and decoding method using a skip mode and a device thereof are provided to code a video by using the skip mode and to efficiently decode the coded video. CONSTITUTION: A video coding and decoding device includes a prediction unit(310), a redundant data coding unit(320), a redundant data decoding unit(330), and a filter unit(360). The prediction unit generates a prediction block by predicting a current block with an inter-intra prediction method. The redundant data coding unit converts and quantizes residual blocks which are generated by adding and deducting the current block and the prediction block. The redundant data decoding unit decodes the residual blocks by inversely quantizing and converting the residual blocks. The filter unit filters a restoration block which is generated by adding the prediction block in the residual blocks.
