CONSTITUTION: An IPX(Internetwork Protocol Exchange)(300) includes roaming guide message information for a connection communication business operator for providing a roaming guide message of the connection communication business operator. The roaming guide message information includes information for guide message approval designated by the connection communication business operator and a business operator identification number. The roaming guide message information of the IPX includes guide message contents. The IPX transmits the roaming guide message corresponding to the guide message approval.
