Zusammenfassung:	PURPOSE: A binder and mortar composition is provided to be environmentally friendly and economic by using an industrial byproduct and an activating binder. CONSTITUTION: A binder and mortar composition comprises a base material and an activating binding material. The base material is formed of a fly ash, paper mill sludge ash, and blast furnace slag micropowder. The activating binder material is formed of one or more selected from anhydrous gypsum, gypsum dihydrate, waste quicklime, and desulfurization gypsum. The binder and mortar composition comprises a base material which consists of 10-30 wt% of a ground granulated blast-furnace slag, 35-65 wt% of the fly ash, and 10-30 wt% of the paper mill sludge ash, and 3-5 wt% of the activating binder composition.
