Zusammenfassung:	PURPOSE: An apparatus and method for transmitting and receiving data between apparatus in a wireless communication system is provided to reduce signaling loads for M2M(Machine to Machine) communication by creating MAC(Medium Access Control) layer control information. CONSTITUTION: An M2M module transmits data received from an EPC(Evolved Packet Core)(530) to an MAC layer(522). The data is transmitted to an M2M terminal(510) using a PHY(PHYsical) layer(524). The data received from the M2M terminal using the PHY layer is analyzed in the MAC layer. The analyzed data is directly transmitted to the M2M module. A downlink MAC packet is received using a signaling bearer.
