Zusammenfassung:PURPOSE: A wireless resource allocation apparatus and a base station apparatus for the same are provided to minimize wireless section loss of a signaling message related to handover of a terminal. CONSTITUTION: If handover of a terminal(40) is needed, a first base station apparatus transmits a handover request message. The first base station indicates hard handover to a second base station apparatus(302). The terminal receives a handover request message. The terminal transmits a handover complete report message to the first base station apparatus(303). The terminal connects a physical layer and a data link layer with the second base station.
