Zusammenfassung:	PURPOSE: An electric motor and an electric vehicle having the same are provided to suppress the damage to a stator by intercepting the inflow of water. CONSTITUTION: A stator(110) comprises a stator core(111) having a plurality of slots and teeth, and a stator coil(121) wound on the stator core. A rotor(130) is pivotally arranged against the stator and is comprised of a rotary shaft(131), a rotor core(141) combined with the rotary shaft, and an induction rotor having a plurality of conductor bars(146) inserted into the rotor core. A thermoelectric element comprises a low temperature unit. A cooling unit(180) cools the stator.
