Zusammenfassung:PURPOSE: A coolant heating device for fuel cell is provided to quickly rise stack temperature without decrease of calorie supplied to a fuel cell stack, to reduce coolant flow resistance, to reduce pump consumption power, and to improve system efficiency. CONSTITUTION: A coolant heating device having bypass structure comprises: a heater(110) in which a heating element for heating coolant is equipped; a flow channel part(120), in which a bypass flow channel for exhausting coolant inflowed from a coolant line in upper side by bypassing in order not to pass the heating part, is formed; a bypass valve(130), which is equipped in the flow channel part, for controlling flow direction of coolant between a flow channel near a heating part, and a bypass flow channel; and a valve actuator(140) by being combined to one body for driving the bypass valve.
