Zusammenfassung:	PURPOSE: A pneumatic tire having a tie layer and a manufacturing method thereof are provided to supply organizing adhesion, and hardened adhesion for bonding a DVA film on a tire layer. CONSTITUTION: A pneumatic tire having a tie layer comprises a sidewall(12), an outer circumferential rubber tread(14), a supporting carcass(16), a tie layer(22), and a cutoff layer(24). The sidewall connects each non stretchable bead through expanding from the external rim of the tread into radial direction. The supporting carcass comprises a ply layer(18) and a non extensible bead(20). The supporting carcass is operated as a supporter for the sidewall and the tread part. The tie layer is located between the cutoff layer and tread and comprises a rubber hoof shape having a diane rubber. The cutoff layer is located in the far ben of the tread and comprises a dynamically vulcanized alloy. The cutoff layer prevents the air or the oxygen passing through layer for keeping the tire pressure during the cut off being expanded.
