Zusammenfassung:PURPOSE: A device for controlling wireless access resource request signal transmission and method thereof are provided to transmit RACH(Random Access Control Channel) preamble by using BTO(Base Time Offset) or RTO(Random Time Offset). CONSTITUTION: After plural devices in M2M(Machine to Machine) environment are abnormally completed. A power source is supplied(710). BTO is confirmed in the devices(720). A management server provides RTO which transmits a WAR(Wireless Access Resources) request signal to the device based on the confirmed BTO. The device transmits the wireless access resource request signal(740).
