Zusammenfassung:	PURPOSE: A device for realizing a frequency analyzing module of a quantitative risk evaluating system and a method thereof are provided to enable an expert to define accident scenarios necessary for frequency analysis and realize a module corresponding to each accident scenario, thereby quantitatively evaluating a risk by only selecting the module. CONSTITUTION: An accident scenario generating unit(14) generates a plurality of accident scenarios. The accident scenarios define questions and numerical formulas necessary for accident frequency analysis and risk analysis inputted from the expert. A module generating unit(15) generates a plurality of modules corresponding to each accident scenario. A module driving unit(17) drives a selected module corresponding to an accident.
