Zusammenfassung:	PURPOSE: A VMS information transmitting device, method thereof, VMS information receiving device and method thereof are provided to give automatism to information transformation between a character and a voice by introducing a watermarking technique to an ITS(Intelligent Transportation System). CONSTITUTION: An input unit(103) receives VMS character information from a VMS(Variable Message Sign) management server or a VMS. A voice information converting unit(104) converts VMS character information into the voice information. A watermark inserter(105) generates audio information in the VMS character information through a watermark technique. A first transmitting unit(106) transmits audio information to a VMS information receiving device. The voice information converting unit includes a first receiving unit, a first determining unit, and a generating unit for converting VMS character information to voice information.
