Zusammenfassung:	PURPOSE: An apparatus and a method for supporting a complex automatic repeat request are provided to transmit a message which supports an established terminal and a new terminal by distinguishing the new terminal according to the type of a ranging code. CONSTITUTION: An established terminal, a new terminal A, and a new terminal B receive a broadcast message from a base station(201). The established terminal transmits a ranging request message or a band request-header(207). The new terminal A and the new terminal B selectively transmit a ranging code(209,211). The base station assigns upward link resources by transmitting HARQ_CDMA_Allocation_IE which includes HARQ(Hybrid Automatic Repeat request) related information(213). The new terminal A and the new terminal B transmit the ranging request message or the band request-header(215,217). The base station successfully receives the ranging request message or the band request-header from the new terminal A and the new terminal B(227).
